What in the world is this tool for?

Does it squeeze together and spring back or is it stiff?

It squeezes together and springs back. What is it? Do you know?

No but I'm good at problem solving and real curious about this. Details for the investigation. Easy squeeze? What about those serrated edged wheels, do they tighten, maybe stop the rubber roller? Or loosen? What does the screw there do?

The little wheels roll pretty easily ...it's weird there's a smaller one on one side and then the bigger black one on the other side. The screw allows you to take off the big, black rubber roller...I guess to replace it it something???? I have no idea what those serrated edges are for...I know I bought this at a music store at some point in my past...but why is a mystery to me...
