Number 1 = most of the tunes are familiar.
I like them all. Keep in mind that the transcriptions are very basic which allows you the opportunity to fill in.

All four books are great but starting with one and then grow out from there. Not all waltzes are in those books and not all of them are written out like I would play them. As fiddler says all transcriptions should be treated like recipes, season to taste.
