I am looking for software for changing music from treble clef to Bass clef, and for changing keys.
I am not sure if Finale will do this or not.

I have Allegro. which was a scaled down version of Finale, and is no longer available (I think its replacement would be PrintMusic). It can easily change keys or clefs at any point in a score, and for only specified measures if you wish. If you just change clefs it shows the same exact pitches, so you might end up with a lot of ledger lines, but you can also transpose down (or up) any interval, including an octave, and have it set to a new clef, So you could transpose a violin part down an octave and have it shown on a bass clef (or an alto or tenor clef too). I'm sure Finale can do all of this too. As with all of these programs, doing things like this takes a bit of practice.

Sorry, I'm only familiar with the program I have, which cost about $150 at the time I bought it. I'd be surprised if PrintMusic can't do all this, but I guess to be sure you'd have to ask the manufacturer. You could also download NotePad for free and see what it can do. I don't have it on this computer.

I use MuseScore and it works well for transposing keys. I have not tried to change between bass and treble clef. It also has the advantage of being free.

Printmusic easily changes keys. There are several key change options. The Printmusic help page has detailed instructions on how to change keys.

If you want a web-based notation software then NoteFlight is the best option. It can do pretty much everything a full-blown music notation software could do (or at least in my experience).
