What is a good rule of thumb for a "low string action/height" setup?

What should the string heights be at the end of the fingerboard and close to the nut? How much higher should the nut be over the fingerboard?

I like my strings about the thickness of an ordinary business card off the fingerboard at the nut, and about an 1/8th inch at the end of the fingerboard. I set the G string just slightly higher than the E string. I am not a luthier, so this is just my preference.

If memory serves me, this issue has been discussed before on this forum with more detailed specs. Perhaps try the search box.
